Improvements to Azure plan cancellation is now GA

The UX improvements that were introduced for Azure plan cancellation in release 648 is now GA. A new error message is displayed when trying to cancel an Azure plan that still has resources attached. The message will prompt users to remove the resources using the Azure portal before cancellation.

This feature is enabled by default and is available for everyone.
